Introduction
We were all stunned and taken aback when multiple photos of streets in the U.S. surfaced with heavily drugged individuals loosely sitting on the streets, victims of a systematically led drug operation that has recently become a target of the Trump-led “tariff” war, which he terms as a war on drug cartels. The drug is a synthetic opioid, fentanyl, which is highly powerful and addictive. The menace of this drug is found in a country that has Wall Street and the largest and most powerful economy globally. The serious implications of drug abuse are not about a certain economy; instead, it has huge costs to society in general. The estimated cost of substance misuse to society is more than $820 billion each year and is expected to continue rising.
On June 26, the International Day against Drug Abuse and Illicit Trafficking is observed globally. However, this war is waged daily for millions of people, not on streets or borders, but in bloodstreams, behind locked doors, and inside broken homes. Drug abuse is no longer a health crisis; it is a developmental crisis. The United Nations Office on Drugs and Crime has launched a campaign against this organised crime that says, “Break the Cycle’ attributing to the fact that de-addiction is hard for individuals.
The Evolving Drug Crisis: From Alleyways to Algorithms
The menace of Drug abuse and illicit trafficking has also taken strides in advancement, and what was once considered a street-side vice has made its way online in a faceless, encrypted, and algorithmically optimised sense. The online drug cartels operate in the shadows and often hide in plain sight, taking advantage of the privacy designed to benefit individuals. With the help of darknet markets, cryptocurrency, and anonymised logistics, the drug trade has transformed into a transnational, tech-enabled industry on a global scale. In an operation led by the U.S. Department of Justice’s Joint Criminal Opiod and Darknet Enforcement (JCODE) and related to Operation RapTor, an LA apartment was only to find an organised business centre that operated as a hub of one of the most prolific methamphetamine and cocaine distributors in the market. Aaron Pinder, Unit Chief of the FBI Hi-Tech Organised Crime Unit, said in his interview, “The darknet vendors that we investigate, they truly operate on a global scale.” On January 11, 2025, during the Regional Conference on “Drug Trafficking and National Security,” it was acknowledged how cryptocurrency, the dark web, online marketplaces, and drones have made drug trafficking a faceless crime. Reportedly, there has been a seven-fold increase in the drugs seized from 2004-14 to 2014-24.
India has been historically vulnerable due to its geostrategic placement between the Golden Crescent (Afghanistan-Iran-Pakistan) and Golden Triangle (Myanmar-Laos-Thailand), and confronts a fresh danger from “click-to-consume’ narcotics. Although India has always adopted a highly sensitised approach, it holds an optimistic future outlook for the youth. Last year, to commemorate the occasion of International Day against Drug Abuse and Illicit Trafficking, the Department of Social Justice & Empowerment organised a programme to engage individuals for the cause. The Indian authorities are often seen coming down heavily on the drug peddlers and cartels, and to aid the cause, the Home Minister Amit Shah inaugurated the new office complex of the NCB’s Bhopal zonal unit and extension of the MANAS-2 helpline to all 36 states and UTs. The primary objectives of this step are to evaluate the effectiveness of the Narcotics Coordination Mechanism (NCORD), assess the progress of states in fighting drug trafficking, and share real-time information from the National Narcotics Helpline ‘MANAS’ portal with the Anti-Narcotics Task Force (ANTF) of states and UTs.
The United Nation’s War on Narcotics: From Treaties to Technology
The United Nations Office on Drugs and Crime (UNODC) is leading the international response. It offers vital data, early warning systems, and technical support to the states fighting the drug problem. The UNODC incorporates cooperation in cross-border intelligence, overseeing the darknet activities, encouraging the treatment and harm reduction, and using anti-money laundering mechanisms to stop financial flows. India has always pledged its support to the UN led activities, and as per reports dated 26th March, 2025, India chaired the prestigious UN-backed Commission on Narcotic Drugs (CND) meeting held in vienna, wherein India highlighted the importance of opioids for medical purposes as well as the nation’s notable advancements in the field.
Resolution on June 26: From Commemoration to Commitment
Let June 26 be more than a date on the calendar- let it echo as a call to action, a day when awareness transforms into action, and resolve becomes resistance. On this day, CyberPeace resolves the following:
To treat addicts as victims rather than criminals and to pitch for reforms to provide access to reasonably priced, stigma-free rehabilitation.
To integrate anti-drug awareness into digital literacy initiatives and school curricula in order to teach frequently and early.
To demand responsibility and accountability from online marketplaces and delivery services that unwittingly aid traffickers
To tackle the demand side through employment, mental health services, and social protection, particularly for at-risk youth.
The picture that went viral with the false story that Dhoni was supporting the Congress party, actually shows his joy over Chennai Super Kings' victory in the achievement of 6 million followers on X (formerly known as Twitter) in 2020. Dhoni's gesture was misinterpreted by many, which resulted in the spread of false information. The Research team of CyberPeace did an in-depth investigation of the photo's roots and confirmed its authenticity through a reverse image search, highlighting how news outlets and CSK's official social media channels shared it. The case illustrates the value of fact verification and the role of real information in preventing the fake news epidemic.
Claims:
An image of former Indian Cricket captain Mahendra Singh Dhoni, showed him urging people to vote for the Congress party, wearing the Chennai Super Kings (CSK) jersey and showing his right palm visible and gesturing the number 'one' with his left index finger. In reality he is celebrating Chennai Super Kings' milestone achievement on X (formerly Twitter) in 2020. Many people are sharing the misinterpretation knowingly or unknowingly over social media platforms.
After receiving the post, we ran a reverse image search of the image and found a news article published by NDTV. According to the news outlet, Dhoni and his teammates were celebrating CSK's milestone of reaching six million followers on X (formerly known as Twitter) in the photos.
In the image it is written as a tweet of @chennaiipl, to get an idea we dig into the official account of Chennai Super Kings on X (formerly known as Twitter). And Voila! we found the exact post which surfaced on the X (formerly known as Twitter) on 5th October 2020.
Additionally, we found a video posted on the X (formerly known as Twitter) handle of CSK, featuring other cricketers celebrating the Six Million Followers milestone for which they are thanking the audience for their support. Again, it was posted on Oct 05, 2020. The caption of the video is written as “Chennai Super #SixerOnTwitter! A big thanks to all the super fans for each and every bouquet and brickbat throughout the last decade. All the #yellove to you. #WhistlePodu”
Therefore it is easy to conclude that the viral image of MS Dhoni supporting Congress is wrong and misleading.
Conclusion:
The information that circulated online media regarding a picture of Mahendra Singh Dhoni supporting the Congress Party has been proven to be untrue. The actual photograph was of Dhoni congratulating the Chennai Super Kings for having six million followers on social media in the year 2020. This highlights the need for checking the facts of any news circulating online.

Significance of the Study:
The pandemic-induced shift to online learning, combined with limited cybersecurity budgets, has made educational institutions prime targets for cyberattacks. These threats compromise sensitive student, faculty, and institutional data, leading to operational disruptions, financial losses, and reputational damage. Globally, educational institutions face similar challenges, emphasizing the need for universal and localized responses.
Threat Faced by Education Institutions:
Based on the insights from the CyberPeace’s report titled 'Exploring Cyber Threats and Digital Risks in Indian Educational Institutions', this concise blog provides a comprehensive overview of cybersecurity threats and risks faced by educational institutions, along with essential details to address these challenges.
🎣 Phishing: Phishing is a social engineering tactic where cyber criminals impersonate trusted sources to steal sensitive information, such as login credentials and financial details. It often involves deceptive emails or messages that lead to counterfeit websites, pressuring victims to provide information quickly. Variants include spear phishing, smishing, and vishing.
💰 Ransomware: Ransomware is malware that locks users out of their systems or data until a ransom is paid. It spreads through phishing emails, malvertising, and exploiting vulnerabilities, causing downtime, data leaks, and theft. Ransom demands can range from hundreds to hundreds of thousands of dollars.
🌐 Distributed Denial of Service (DDoS): DDoS attacks overwhelm servers, denying users access to websites and disrupting daily operations, which can hinder students and teachers from accessing learning resources or submitting assignments. These attacks are relatively easy to execute, especially against poorly protected networks, and can be carried out by amateur cybercriminals, including students or staff, seeking to cause disruptions for various reasons
🕵️ Cyber Espionage: Higher education institutions, particularly research-focused universities, are vulnerable to spyware, insider threats, and cyber espionage. Spyware is unauthorized software that collects sensitive information or damages devices. Insider threats arise from negligent or malicious individuals, such as staff or vendors, who misuse their access to steal intellectual property or cause data leaks..
🔒 Data Theft: Data theft is a major threat to educational institutions, which store valuable personal and research information. Cybercriminals may sell this data or use it for extortion, while stealing university research can provide unfair competitive advantages. These attacks can go undetected for long periods, as seen in the University of California, Berkeley breach, where hackers allegedly stole 160,000 medical records over several months.
🛠️ SQL Injection: SQL injection (SQLI) is an attack that uses malicious code to manipulate backend databases, granting unauthorized access to sensitive information like customer details. Successful SQLI attacks can result in data deletion, unauthorized viewing of user lists, or administrative access to the database.
🔍Eavesdropping attack: An eavesdropping breach, or sniffing, is a network attack where cybercriminals steal information from unsecured transmissions between devices. These attacks are hard to detect since they don't cause abnormal data activity. Attackers often use network monitors, like sniffers, to intercept data during transmission.
🤖 AI-Powered Attacks: AI enhances cyber attacks like identity theft, password cracking, and denial-of-service attacks, making them more powerful, efficient, and automated. It can be used to inflict harm, steal information, cause emotional distress, disrupt organizations, and even threaten national security by shutting down services or cutting power to entire regions
Insights from Project eKawach
The CyberPeace Research Wing, in collaboration with SAKEC CyberPeace Center of Excellence (CCoE) and Autobot Infosec Private Limited, conducted a study simulating educational institutions' networks to gather intelligence on cyber threats. As part of the e-Kawach project, a nationwide initiative to strengthen cybersecurity, threat intelligence sensors were deployed to monitor internet traffic and analyze real-time cyber attacks from July 2023 to April 2024, revealing critical insights into the evolving cyber threat landscape.
Cyber Attack Trends
Between July 2023 and April 2024, the e-Kawach network recorded 217,886 cyberattacks from IP addresses worldwide, with a significant portion originating from countries including the United States, China, Germany, South Korea, Brazil, Netherlands, Russia, France, Vietnam, India, Singapore, and Hong Kong. However, attributing these attacks to specific nations or actors is complex, as threat actors often use techniques like exploiting resources from other countries, or employing VPNs and proxies to obscure their true locations, making it difficult to pinpoint the real origin of the attacks.
Brute Force Attack:
The analysis uncovered an extensive use of automated tools in brute force attacks, with 8,337 unique usernames and 54,784 unique passwords identified. Among these, the most frequently targeted username was “root,” which accounted for over 200,000 attempts. Other commonly targeted usernames included: "admin", "test", "user", "oracle", "ubuntu", "guest", "ftpuser", "pi", "support"
Similarly, the study identified several weak passwords commonly targeted by attackers. “123456” was attempted over 3,500 times, followed by “password” with over 2,500 attempts. Other frequently targeted passwords included: "1234", "12345", "12345678", "admin", "123", "root", "test", "raspberry", "admin123", "123456789"
Insights from Threat Landscape Analysis
Research done by the USI - CyberPeace Centre of Excellence (CCoE) and Resecurity has uncovered several breached databases belonging to public, private, and government universities in India, highlighting significant cybersecurity threats in the education sector. The research aims to identify and mitigate cybersecurity risks without harming individuals or assigning blame, based on data available at the time, which may evolve with new information. Institutions were assigned risk ratings that descend from A to F, with most falling under a D rating, indicating numerous security vulnerabilities. Institutions rated D or F are 5.4 times more likely to experience data breaches compared to those rated A or B. Immediate action is recommended to address the identified risks.

The risk findings for the institutions are summarized through a pie chart, highlighting factors such as data breaches, dark web activity, botnet activity, and phishing/domain squatting. Data breaches and botnet activity are significantly higher compared to dark web leakages and phishing/domain squatting. The findings show 393,518 instances of data breaches, 339,442 instances of botnet activity, 7,926 instances related to the dark web and phishing & domain activity - 6711.

Botnet activity indicating network hosts compromised by malware.
Credentials from third-party government and non-governmental websites linked to official institutional emails

Consequently, many educational institutions in India do not have a clearly defined cybersecurity framework.
🔑 Diverse User Accounts: Educational institutions manage numerous accounts for staff, students, alumni, and third-party contractors, with high user turnover. The continuous influx of new users makes maintaining account security a challenge, requiring effective systems and comprehensive security training for all users.
📚 Limited Awareness: Cybersecurity awareness among students, parents, teachers, and staff in educational institutions is limited due to the recent and rapid integration of technology. The surge in tech use, accelerated by the pandemic, has outpaced stakeholders' ability to address cybersecurity issues, leaving them unprepared to manage or train others on these challenges.
📱 Increased Use of Personal/Shared Devices: The growing reliance on unvetted personal/Shared devices for academic and administrative activities amplifies security risks.
💬 Lack of Incident Reporting: Educational institutions often neglect reporting cyber incidents, increasing vulnerability to future attacks. It is essential to report all cases, from minor to severe, to strengthen cybersecurity and institutional resilience.
Impact of Cybersecurity Attacks on Educational Institutions
Cybersecurity attacks on educational institutions lead to learning disruptions, financial losses, and data breaches. They also harm the institution's reputation and pose security risks to students. The following are the impacts of cybersecurity attacks on educational institutions:
📚Impact on the Learning Process: A report by the US Government Accountability Office (GAO) found that cyberattacks on school districts resulted in learning losses ranging from three days to three weeks, with recovery times taking between two to nine months.
💸Financial Loss: US schools reported financial losses ranging from $50,000 to $1 million due to expenses like hardware replacement and cybersecurity upgrades, with recovery taking an average of 2 to 9 months.
🔒Data Security Breaches: Cyberattacks exposed sensitive data, including grades, social security numbers, and bullying reports. Accidental breaches were often caused by staff, accounting for 21 out of 25 cases, while intentional breaches by students, comprising 27 out of 52 cases, frequently involved tampering with grades.

A viral video that has gone viral is purportedly of mass cheating during the UPSC Civil Services Exam conducted in Uttar Pradesh. This video claims to show students being filmed cheating by copying answers. But, when we did a thorough research, it was noted that the incident happened during an LLB exam, not the UPSC Civil Services Exam. This is a representation of misleading content being shared to promote misinformation.
Claim:
Mass cheating took place during the UPSC Civil Services Exam in Uttar Pradesh, as shown in a viral video.
Upon careful verification, it has been established that the viral video being circulated does not depict the UPSC Civil Services Examination, but rather an incident of mass cheating during an LLB examination. Reputable media outlets, including Zee News and India Today, have confirmed that the footage is from a law exam and is unrelated to the UPSC.
The video in question was reportedly live-streamed by one of the LLB students, held in February 2024 at City Law College in Lakshbar Bajha, located in the Safdarganj area of Barabanki, Uttar Pradesh.
The misleading attempt to associate this footage with the highly esteemed Civil Services Examination is not only factually incorrect but also unfairly casts doubt on a process that is known for its rigorous supervision and strict security protocols. It is crucial to verify the authenticity and context of such content before disseminating it, in order to uphold the integrity of our institutions and prevent unnecessary public concern.
Conclusion:
The viral video purportedly showing mass cheating during the UPSC Civil Services Examination in Uttar Pradesh is misleading and not genuine. Upon verification, the footage has been found to be from an LLB examination, not related to the UPSC in any manner. Spreading such misinformation not only undermines the credibility of a trusted examination system but also creates unwarranted panic among aspirants and the public. It is imperative to verify the authenticity of such claims before sharing them on social media platforms. Responsible dissemination of information is crucial to maintaining trust and integrity in public institutions.
