#FactCheck: Viral letter allegedly issued by PMO on reservation is fake, AI-generated document
Executive Summary
A purported letter issued in the name of the Prime Minister’s Office (PMO) is being widely shared on social media. The letter claims that the government has not made any changes to the reservation system regarding the “Remove Reservation Movement” and appeals to people not to pay attention to rumours. The viral letter is dated July 27, 2026, and also carries what appear to be Prime Minister Narendra Modi’s signatures in both Hindi and English.
CyberPeace Research Wing’s research found the viral claim to be false. The research revealed that the Prime Minister’s Office (PMO) has neither issued any official statement regarding reservation nor released any such letter. No credible media reports related to the alleged letter were found. The research further revealed that the purported reservation-related letter circulating on social media was a fake document created with the help of AI.
Claim:
A Facebook user shared the alleged letter issued in the name of the Prime Minister’s Office on July 30, 2026, claiming that the government has not made any changes to the reservation system in connection with the “Remove Reservation Movement” and appealed to citizens not to believe rumours. The viral letter bears the date July 27, 2026, and displays signatures of Prime Minister Narendra Modi in both Hindi and English. The archived link and screenshot of the post are provided below:

Factcheck
To verify the authenticity of the viral claim, we conducted a Google search using relevant keywords. However, no credible media reports related to the alleged letter were found. During the next stage of the research, we scanned the official X account (formerly Twitter) of PMO India. We did not find any such letter posted on July 27 or around that date. Continuing the research, we checked the official website of PMO India. No such letter was found in the news updates section or anywhere else on the website that could confirm the viral claim.

Further, we reviewed the press releases issued by the Prime Minister’s Office on July 27 available on the official website of the Press Information Bureau (PIB). We found no press release or official communication related to reservation or matching the viral letter.

As part of the research, we scanned the viral letter using the AI detection tool Image Detector. The results indicated that the document was 93 percent likely to be AI-generated.

We also analysed the viral letter using another AI detection tool, My Detector. The results showed a 98 percent probability that the letter was created using AI.

Conclusion:
Our research found no official evidence confirming that the Prime Minister’s Office issued the viral letter. The purported PMO letter regarding reservation was found to be fake and AI-generated.

- How can tech companies be incentivised to develop safe technologies?
Colorado’s governor has called a special session to update the law before it kicks in.
What This Means for India
India is on its path towards framing a dedicated AI-specific law or directions, and discussions are underway through the IndiaAI Mission, the proposed Digital India Act, committee set by the Delhi High Court on deepfake and other measures. But the dilemmas Colorado is wrestling with are also relevant here.
- AI uptake is growing in public service delivery in India. Facial recognition systems are expanding in policing, despite accuracy and privacy concerns. Fintech apps using AI-driven credit scoring raise questions of fairness and transparency.
- Accountability is unclear. If an Indian AI-powered health app gives faulty advice, who should be liable- the global developer, the Indian startup deploying it, or the regulator who failed to set safeguards?
- India has more than 1,500 AI startups (NASSCOM), which, like Colorado’s firms, fear that onerous compliance could choke growth. But weak guardrails could undermine public trust in AI altogether.
Lessons for India
India’s Ministry of Electronics and IT ( MEITy) favours a light-touch approach to AI regulation, and exploring and advancing ways for a future-proof guideline. Further, lessons from other global frameworks can guide its way.
- Colorado’s case shows us the necessity of incorporating feedback loops in the policy-making process. India should utilise regulatory sandboxes and open, transparent consultation processes before locking in rigid rules.
- It will also need to explore proportionate obligations, lighter for low-risk applications and stricter for high-risk use cases such as policing, healthcare, or welfare delivery.
- Europe’s AI Act is heavy on compliance, the U.S. federal government leans toward deregulation, and Colorado is somewhere in between. India has the chance to create a middle path, grounded in our democratic and developmental context.
Conclusion
As AI becomes increasingly embedded in hiring, banking, education, and welfare, opportunities for ordinary Indians are being redefined. To shape how this pans out, states like Tamil Nadu and Telangana have taken early steps to frame AI policies. Lessons will emerge from their initiative in addressing AI governance. Policy and regulation will always be contested, but contestations are a part of the process.
The Colorado debate shows us how participative law-making, with room for debate, revision, and iteration, is not a weakness but a necessity. For India’s emerging AI governance landscape, the challenge will be to embrace this process while ensuring that citizen rights and inclusion are balanced well with industry concerns. The crux of the approach is rooted in taking a step backwards and nipping the problem in the bud by deepening our understanding of it, instead of designing redressal mechanisms to tackle it after the fact. It has been proven effective in helping a wide range of people build resilience to misleading information.
Prebunking is a psychological strategy for countering the effect of misinformation with the goal of assisting individuals in identifying and resisting deceptive content, hence increasing resilience against future misinformation. Online manipulation is a complex issue, and multiple approaches are needed to curb its worst effects. Prebunking provides an opportunity to get ahead of online manipulation, providing a layer of protection before individuals encounter malicious content. Prebunking aids individuals in discerning and refuting misleading arguments, thus enabling them to resist a variety of online manipulations.
Prebunking builds mental defenses for misinformation by providing warnings and counterarguments before people encounter malicious content. Inoculating people against false or misleading information is a powerful and effective method for building trust and understanding along with a personal capacity for discernment and fact-checking. Prebunking teaches people how to separate facts from myths by teaching them the importance of thinking in terms of ‘how you know what you know’ and consensus-building. Prebunking uses examples and case studies to explain the types and risks of misinformation so that individuals can apply these learnings to reject false claims and manipulation in the future as well.
How Prebunking Helps Individuals Spot Manipulative Messages
Prebunking helps individuals identify manipulative messages by providing them with the necessary tools and knowledge to recognize common techniques used to spread misinformation. Successful prebunking strategies include;
- Warnings;
- Preemptive Refutation: It explains the narrative/technique and how particular information is manipulative in structure. The Inoculation treatment messages typically include 2-3 counterarguments and their refutations. An effective rebuttal provides the viewer with skills to fight any erroneous or misleading information they may encounter in the future.
- Micro-dosing: A weakened or practical example of misinformation that is innocuous.
All these alert individuals to potential manipulation attempts. Prebunking also offers weakened examples of misinformation, allowing individuals to practice identifying deceptive content. It activates mental defenses, preparing individuals to resist persuasion attempts. Misinformation can exploit cognitive biases: people tend to put a lot of faith in things they’ve heard repeatedly - a fact that malicious actors manipulate by flooding the Internet with their claims to help legitimise them by creating familiarity. The ‘prebunking’ technique helps to create resilience against misinformation and protects our minds from the harmful effects of misinformation.
Prebunking essentially helps people control the information they consume by teaching them how to discern between accurate and deceptive content. It enables one to develop critical thinking skills, evaluate sources adequately and identify red flags. By incorporating these components and strategies, prebunking enhances the ability to spot manipulative messages, resist deceptive narratives, and make informed decisions when navigating the very dynamic and complex information landscape online.
CyberPeace Policy Recommendations
- Preventing and fighting misinformation necessitates joint efforts between different stakeholders. The government and policymakers should sponsor prebunking initiatives and information literacy programmes to counter misinformation and adopt systematic approaches. Regulatory frameworks should encourage accountability in the dissemination of online information on various platforms. Collaboration with educational institutions, technological companies and civil society organisations can assist in the implementation of prebunking techniques in a variety of areas.
- Higher educational institutions should support prebunking and media literacy and offer professional development opportunities for educators, and scholars by working with academics and professionals on the subject of misinformation by producing research studies on the grey areas and challenges associated with misinformation.
- Technological companies and social media platforms should improve algorithm transparency, create user-friendly tools and resources, and work with fact-checking organisations to incorporate fact-check labels and tools.
- Civil society organisations and NGOs should promote digital literacy campaigns to spread awareness on misinformation and teach prebunking strategies and critical information evaluation. Training programmes should be available to help people recognise and resist deceptive information using prebunking tactics. Advocacy efforts should support legislation or guidelines that support and encourage prebunking efforts and promote media literacy as a basic skill in the digital landscape.
- Media outlets and journalists including print & social media should follow high journalistic standards and engage in fact-checking activities to ensure information accuracy before release. Collaboration with prebunking professionals, cyber security experts, researchers and advocacy analysts can result in instructional content and initiatives that promote media literacy, prebunking strategies and misinformation awareness.

The World Economic Forum's Global Risks Report 2024 identifies misinformation and disinformation as the top most significant risks for the next two years. Misinformation and disinformation are rampant in today’s digital-first reality, and the ever-growing popularity of social media is only going to see the challenges compound further. It is absolutely imperative for all netizens and stakeholders to adopt proactive approaches to counter the growing problem of misinformation. Prebunking is a powerful problem-solving tool in this regard because it aims at ‘protection through prevention’ instead of limiting the strategy to harm reduction and redressal. We can draw parallels with the concept of vaccination or inoculation, reducing the probability of a misinformation infection. Prebunking exposes us to a weakened form of misinformation and provides ways to identify it, reducing the chance false information takes root in our psyches.
The most compelling attribute of this approach is that the focus is not only on preventing damage but also creating widespread ownership and citizen participation in the problem-solving process. Every empowered individual creates an additional layer of protection against the scourge of misinformation, not only making safer choices for themselves but also lowering the risk of spreading false claims to others.

Technology has become a vital part of everyone’s life nowadays, it occupies essential activities of a person’s life whether we are working or playing and studying. I would say from education to corporate, technology makes everything easier and simpler to achieve the goals for a particular thing. Corporate companies are using technology for their day-to-day work and there are many law-based foundations that are publishing blogs and papers for legal awareness, many lawyers use internet technology for promoting themselves which amounts to growth in their work. Some legal work can now be done by machines, which was previously unthinkable. Large disputes frequently have many documents to review. Armies of young lawyers and paralegals are typically assigned to review these documents. This work can be done by a properly trained machine. Machine drafting of documents is also gaining popularity. We’ve also seen systems that can forecast the outcome of a dispute. We are starting to see machines take on many tasks that we once thought was solely the domain of lawyers.
How to expand law firms and the corporate world with the help of technology?
If we talk about how lawyers’ lives will be impacted by technology then I would explain about law students first. Students are the one who is utilizing the technology at its best for their work, tech could be helpful in students’ lives. as law students use SCC online and manupatra, which are used for case laws. And during their law internships, they use it to help their seniors to find appropriate cases for them. and use it as well for their college research work. SCC and manupatra are very big platforms by which we can say if students use technology for their careers, it will impact their law career in the best ways.
A lawyer running a law firm is not a small task, and there are plenty of obstacles to that, such as a lack of tech solutions, failure to fulfil demands, and inability to innovate, these obstacles prevent the growth of some firms. The right legal tech can grow an organization or a law firm and there will be fewer obstacles.
Technology can be proven as a good mechanism to grow the law firm, as everything depends on tech, from court work to corporate. If we talk about covid during 2020, everything shifted towards the virtual world, court hearings switched to online mode due to covid which proved as a bone to the legal system as the case hearings were speedy and there was no physical contact due to that.

Richard argues that technology is going to bring about a fascinating decade of change in the legal sector and transform our court system. Although automating our old ways of working plays a part in this, even more, critical is that artificial intelligence and technology will help give more individuals access to justice.
The rise of big data has also resulted in rapid identification systems, which allow police officers to quickly see an individual’s criminal history through a simple search.The FBI’s Next Generation Identification (NGI) system matches individuals with their criminal history information using biometrics such as fingerprints, palm prints, iris recognition, and facial recognition. The NGI’s current technologies are constantly being updated, and new ones are being added, to make the NGI the most comprehensive way to gather up-to-date information on the person being examined
During covid, there were e-courts services in courts, and lawyers and judges were taking cases online. After the covid, the use of technology increased in the law field also from litigation to corporate. As technology can also safeguard confidential information between parties and lawyers. There was ODR, (online dispute resolution) happening meetings that were taking place online mode.
File sharing is inevitable in the practice of law. Yet sometimes the most common ways of sharing (think email) are not always the most secure. With the remote office, the boom has come an increased need for alternate file-sharing solutions. There is data encryption to protect data as it is a reliable method to protect confidential data and information.
