Survivors Unveil the Dark Reality of Cyber Slavery
Introduction
Cyber slavery has emerged as a serious menace. Offenders target innocent individuals, luring them with false promises of employment, only to capture them and subject them to horrific torture and forced labour. According to reports, hundreds of Indians have been imprisoned in 'Cyber Slavery' in certain Southeast Asian countries. Indians who have travelled to South Asian nations such as Cambodia in the hopes of finding work and establishing themselves have fallen victim to the illusion of internet slavery. According to reports, 30,000 Indians who travelled to this region on tourist visas between 2022 and 2024 did not return. India Today’s coverage demonstrated how survivors of cyber slavery who have somehow escaped and returned to India have talked about the terrifying experiences they had while being coerced into engaging in cyber slavery.
Tricked by a Job Offer, Trapped in Cyber Slavery
India Today aired testimonials of cyber slavery victims who described how they were trapped. One individual shared that he had applied for a well-paying job as an electrician in Cambodia through an agent in Delhi. However, upon arriving in Cambodia, he was offered a job with a Chinese company where he was forced to participate in cyber scam operations and online fraudulent activities.
He revealed that a personal system and mobile phone were provided, and they were compelled to cheat Indian individuals using these devices and commit cyber fraud. They were forced to work 12-hour shifts. After working there for several months, he repeatedly requested his agent to help him escape. In response, the Chinese group violently loaded him into a truck, assaulted him, and left him for dead on the side of the road. Despite this, he managed to survive. He contacted locals and eventually got in touch with his brother in India, and somehow, he managed to return home.
This case highlights how cyber-criminal groups deceive innocent individuals with the false promise of employment and then coerce them into committing cyber fraud against their own country. According to the Ministry of Home Affairs' Indian Cyber Crime Coordination Center (I4C), there has been a significant rise in cybercrimes targeting Indians, with approximately 45% of these cases originating from Southeast Asia.

Cyber slavery has developed as a serious problem, beginning with digital deception and progressing to physical torture and violent actions to commit fraudulent online acts. It is a serious issue that also violates human rights. The government has already taken note of the situation, and the Indian Cyber Crime Coordination Centre (I4C) is taking proactive steps to address it. It is important for netizens to exercise due care and caution, as awareness is the first line of defence. By remaining vigilant, they can oppose and detect the digital deceit of phony job opportunities in foreign nations and the manipulative techniques of scammers. The race for global leadership in AI is in full force. As China and the US emerge as the ‘AI Superpowers’ in the world, the world grapples with the questions around AI governance, ethics, regulation, and safety. Some are calling this an ‘AI Arms Race.’ Most of the applications of these AI systems are in large language models for commercial use or military applications. Countries like Germany, Japan, France, Singapore, and India are now participating in this race and are not mere spectators.
The Government of India’s Ministry of Electronics and Information Technology (MeitY) has launched the IndiaAI Mission, an umbrella program for the use and development of AI technology. This MeitY initiative lays the groundwork for supporting an array of AI goals for the country. The government has allocated INR 10,300 crore for this endeavour. This mission includes pivotal initiatives like the IndiaAI Compute Capacity, IndiaAI Innovation Centre (IAIC), IndiaAI Datasets Platform, IndiaAI Application Development Initiative, IndiaAI FutureSkills, IndiaAI Startup Financing, and Safe & Trusted AI.
There are several challenges and opportunities that India will have to navigate and capitalize on to become a significant player in the global AI race. The various components of India’s ‘AI Stack’ will have to work well in tandem to create a robust ecosystem that yields globally competitive results. The IndiaAI mission focuses on building large language models in vernacular languages and developing compute infrastructure. There must be more focus on developing good datasets and research as well.
Resource Allocation and Infrastructure Development
The government is focusing on building the elementary foundation for AI competitiveness. This includes the procurement of AI chips and compute capacity, about 10,000 graphics processing units (GPUs), to support India’s start-ups, researchers, and academics. These GPUs have been strategically distributed, with 70% being high-end newer models and the remaining 30% comprising lower-end older-generation models. This approach ensures that a robust ecosystem is built, which includes everything from cutting-edge research to more routine applications. A major player in this initiative is Yotta Data Services, which holds the largest share of 9,216 GPUs, including 8,192 Nvidia H100s. Other significant contributors include Amazon AWS's managed service providers, Jio Platforms, and CtrlS Datacenters.
Policy Implications: Charting a Course for Tech Sovereignty and Self-reliance
With this government initiative, there is a concerted effort to develop indigenous AI models and reduce tech dependence on foreign players. There is a push to develop local Large Language Models and domain-specific foundational models, creating AI solutions that are truly Indian in nature and application. Many advanced chip manufacturing takes place in Taiwan, which has a looming China threat. India’s focus on chip procurement and GPUs speaks to a larger agenda of self-reliance and sovereignty, keeping in mind the geopolitical calculus. This is an important thing to focus on, however, it must not come at the cost of developing the technological ‘know-how’ and research.
Developing AI capabilities at home also has national security implications. When it comes to defence systems, control over AI infrastructure and data becomes extremely important. The IndiaAI Mission will focus on safe and trusted AI, including developing frameworks that fit the Indian context. It has to be ensured that AI applications align with India's security interests and can be confidently deployed in sensitive defence applications.
The big problem here to solve here is the ‘data problem.’ There must be a focus on developing strategies to mitigate the data problem that disadvantages the Indian AI ecosystem. Some data problems are unique to India, such as generating data in local languages. While other problems are the ones that appear in every AI ecosystem development lifecycle namely generating publicly available data and licensed data. India must strengthen its ‘Digital Public Infrastructure’ and data commons across sectors and domains.
India has proposed setting up the India Data Management Office to serve as India’s data regulator as part of its draft National Data Governance Framework Policy. The MeitY IndiaAI expert working group report also talked about operationalizing the India Datasets Platform and suggested the establishment of data management units within each ministry.
Economic Impact: Growth and Innovation
The government’s focus on technology and industry has far-reaching economic implications. There is a push to develop the AI startup ecosystem in the country. The IndiaAI mission heavily focuses on inviting ideas and projects under its ambit. The investments will strengthen the IndiaAI startup financing system, making it easier for nascent AI businesses to obtain capital and accelerate their development from product to market. Funding provisions for industry-led AI initiatives that promote social impact and stimulate innovation and entrepreneurship are also included in the plan. The government press release states, "The overarching aim of this financial outlay is to ensure a structured implementation of the IndiaAI Mission through a public-private partnership model aimed at nurturing India’s AI innovation ecosystem.”
The government also wants to establish India as a hub for sustainable AI innovation and attract top AI talent from across the globe. One crucial aspect that needs to be worked on here is fostering talent and skill development. India has a unique advantage, that is, top-tier talent in STEM fields. Yet we suffer from a severe talent gap that needs to be addressed on a priority basis. Even though India is making strides in nurturing AI talents, out-migration of tech talent is still a reality. Once the hardware manufacturing “goods-side” of economics transitions to service delivery in the field of AI globally, India will need to be ready to deploy its talent. Several structural and policy interfaces, like the New Education Policy and industry-academic partnership frameworks, allow India to capitalize on this opportunity.
India’s talent strategy must be robust and long-term, focusing heavily on multi-stakeholder engagement. The government has a pivotal role here by creating industry-academia interfaces and enabling tech hubs and innovation parks.
India's Position in the Global AI Race
India’s foreign policy and geopolitical standpoint have been one of global cooperation. This must not change when it comes to AI. Even though this has been dubbed as the “AI Arms Race,” India should encourage worldwide collaboration on AI R&D through collaboration with other countries in order to strengthen its own capabilities. India must prioritise more significant open-source AI development, work with the US, Europe, Australia, Japan, and other friendly countries to prevent the unethical use of AI and contribute to the formation of a global consensus on the boundaries for AI development.
The IndiaAI Mission will have far-reaching implications for India’s diplomatic and economic relations. The unique proposition that India comes with is its ethos of inclusivity, ethics, regulation, and safety from the get-go. We should keep up the efforts to create a powerful voice for the Global South in AI. The IndiaAI Mission marks a pivotal moment in India's technological journey. Its success could not only elevate India's status as a tech leader but also serve as a model for other nations looking to harness the power of AI for national development and global competitiveness. In conclusion, the IndiaAI Mission seeks to strengthen India's position as a global leader in AI, promote technological independence, guarantee the ethical and responsible application of AI, and democratise the advantages of AI at all societal levels.

Introduction
All citizens are using tech to their advantage, and so we see a lot of upskilling among the population leading to innovation in India. As we go deeper into cyberspace, we must maintain our cyber security efficiently and effectively. When bad actors use technology to their advantage, we often see data loss or financial loss of the victim, In this blog, we will shine light upon two new forms of cyber attacks, causing havoc upon the innocent. The “Daam” Malware and a new malicious app are the two new issues.
Daam Botnet
Since 2021, the DAAM Android botnet has been used to acquire unauthorised access to targeted devices. Cybercriminals use it to carry out different destructive actions. Using the DAAM Android botnet’s APK binding service, threat actors can combine malicious code with a legitimate application. Keylogging, ransomware, VOIP call records, runtime code execution, browser history collecting, incoming call recording, PII data theft, phishing URL opening, photo capture, clipboard data theft, WiFi and data status switching, and browser history gathering are just a few of the functions offered by the DAAM Android botnet. The DAAM botnet tracks user activity using the Accessibility Service and stores keystrokes it has recorded together with the name of the programme package in a database. It also contains a ransomware module that encrypts and decrypts data on the infected device using the AES method.
Additionally, the botnet uses the Accessibility service to monitor the VOIP call-making features of social media apps like WhatsApp, Skype, Telegram, and others. When a user engages with these elements, the virus begins audio recording.
The Malware
CERT-IN, the central nodal institution that reacts to computer security-related issues, claims that Daam connects with various Android APK files to access a phone. The files on the phone are encrypted using the AES encryption technique, and it is distributed through third-party websites.
It is claimed that the malware can damage call recordings and contacts, gain access to the camera, change passwords, take screenshots, steal SMS, download/upload files, and perform a variety of other things.

Safeguards and Guidelines by Cert-In
Cert-In has released the guideline for combating malware. These were issued in the public interest. The recommendations by Cert-In are as follows-
Only download from official app stores to limit the risk of potentially harmful apps.
Before downloading an app, always read the details and user reviews; likewise, always give permissions that are related to the program’s purpose.
Install Android updates solely from Android device vendors as they become available.
Avoid visiting untrustworthy websites or clicking on untrustworthy
Install and keep anti-virus and anti-spyware software up to date.
Be cautious if you see mobile numbers that appear to be something other than genuine/regular mobile numbers.
Conduct sufficient investigation Before clicking on a link supplied in a communication.
Only click on URLs that clearly display the website domain; avoid abbreviated URLs, particularly those employing bit.ly and tinyurl.
Use secure browsing technologies and filtering tools in antivirus, firewall, and filtering services.

Any ‘strange’ activity in a user’s bank account must be reported immediately to the appropriate bank.
New Malicious App
From the remote parts of Jharkhand, a new form of malicious application has been circulated among people on the pretext of a bank account closure. The bad actors have always used messaging platforms like Whatsapp and Telegram to circulate malicious links among unaware and uneducated people to dupe them of their hard-earned money.
They send an ordinary-looking message on Whatsapp or Telegram where they mention that the user has a bank account at ICICI bank and, due to irregularity with the credentials, their account is being deactivated. Further, they ask users to update their PAN card to reactivate their account by uploading the PAN card on an application. This app, in turn, is a malicious app that downloads all the user’s personal credentials and shares them with the bad actors via text message, allowing them to bypass banks’ two-factor authentication and drain the money from their accounts. The Jharkhand Police Cyber Cells have registered numerous FIRs pertaining to this type of cybercrime and are conducting full-scale investigations to apprehend the criminals.
Conclusion
Malware and phishing attacks have gained momentum in the previous years and have become a major contributor to the tally of cybercrimes in the country. DaaM malware is one of the examples brought into light due to the timely action by Cert-In, but still, a lot of such malware are deployed by bad actors, and we as netizens need to use our best practices to keep such criminals at bay. Phishing crimes are often substantiated by exploiting vulnerabilities and social engineering. Thus working towards a rise in awareness is the need of the hour to safeguard the population by and large.

Misinformation can even result in the devaluation of a product, sow mistrust among customers, and negatively impact the companies’ revenue. MSMEs also rely on online platforms for business activities, and threats such as misinformation and other digital risks can result in reputational damage and financial losses. A company's reputation being tarnished due to inaccurate information or a product or service being incorrectly represented are just some examples and these incidents can cause MSMSs to lose clients and revenue.
In the digital era, MSMEs need to be vigilant against false information in order to preserve their brand name, clientele, and financial standing. In the interconnected world of today, these organisations must develop digital literacy and resistance against misinformation in order to succeed in the long run. Information resilience is crucial for protecting and preserving their reputation in the online market.

CyberPeace advocates for establishing stronger legal frameworks to protect MSMEs from misinformation. Governments should establish regulations to build trust in online business activities and mitigate fraud and misinformation risks. Mandatory training programs should be implemented to cover online safety and misinformation awareness for MSME businesses. Enhanced reporting mechanisms should be developed to address digital harm incidents promptly. Governments should establish strict penalties for deliberate inaccurate misinformation spreaders, similar to those for copyright or intellectual property violations. Community-based approaches should be encouraged to help MSMEs navigate digital challenges effectively. Donor communities and development agencies should invest in digital literacy and cybersecurity training for MSMEs, focusing on misinformation mitigation and safe online practices. Platform accountability should be increased, with social media and online platforms playing a more active role in removing content from known scam networks and responding to fraudulent activity reports. There should be investment in comprehensive digital literacy solutions for MSMEs that incorporate cyber hygiene and discernment skills to combat misinformation.

Misinformation poses a serious risk to MSME’s digital resilience, operational effectiveness, and financial stability.
